This is the lower half of the "surface water retention vault"
The electrician is very busy "pulling wire" through the "underground electricial conduit". The string is attached to a rope, which will pull the wire.
The Electrician has a "pulley system" that he uses to pull the rope (attached to the wire bundle) back through the underground conduit.
The "field workers" continue with Fields #3 & #4.
Once all the "seaming" is done, the huge task of getting the sand and granulated rubber laid down will begin.
